The experience of &#8220;popular initiatives&#8221; in Germany illustrates the potential of the institutional innovations that support it, as well as the difficulties inherent in their implementation. &lt;br class='autobr' /&gt; Are the instruments of direct democracy a necessary complement to representative democracy?
